Notice Description

The Scottish Parliamentary Corporate Body (SPCB) requires to replace its standard definition cameras and associated infrastructure equipment in the Scottish Parliament Building's Committee Rooms 1 and 2 and replace some older portable single camera units. The installation and integration of this equipment into the Scottish Parliament's broadcasting infrastructure may also be required. Bidders must have this capability. Bidders must have a knowledge of the Digital Production Partnership (DPP) technical specifications and must also be able provide advice and guidance on developments in broadcast technologies and on how these may be incorporated into the SPCB's broadcasting infrastructure.

Lot 1

The Scottish Parliamentary Corporate Body (SPCB) requires to replace the standard definition cameras and associated infrastructure equipment in the Scottish Parliament Building's Committee Rooms 1 and 2. There is also requirement to replace some older portable single camera units. While all other Scottish Parliament Committee Rooms have been recently upgraded, the equipment in Committee Rooms 1 and 2 has been in place since 2004 and has reached the point of being "beyond economical repair" and an increasing number of interruptions to broadcast delivery have been experienced. The immediate equipment requirement is envisaged as (but not limited to) the following: 8x HD PTZ cameras 2x control panels 2x vision mixers 12x monitors (assorted) 4x technical desks 12x HD-SDI distribution amplifiers 4x Down converters 2x Rack frames 3x portable single camera units Any further infrastructure required to implement a complete solution will also be required. The installation and integration of this equipment into the Scottish Parliament's broadcasting infrastructure may also be required. It is anticipated that this will be carried out in-house by SPCB staff but bidders must have full capability to carry this out if required. Bidders must have relevant experience in the supply of broadcast equipment and systems installation and integration and have a knowledge of the Digital Production Partnership (DPP) technical specifications. Bidders must also have detailed understanding of the issues involved with broadcast installation projects in a legislative environment and be able provide advice and guidance on developments in broadcast technologies and on how these may be incorporated into the SPCB's broadcasting infrastructure. Bidders must be able to provide SPCB staff with training on any of the equipment that they provide. Bidders will be required to provide evidence on how they monitor the sustainability of their supply chain. Further details can be found within the specification.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: The contract has the option to extend for up to an additional 24 months at the sole discretion of the SPCB.
