Professional Services Framework - Scotland
Notice Description
This notice is not an invitation for formal expressions of interest. The purpose of this PIN is to commence the pre-procurement market engagement phase through Market Awareness events, before the start of a formal procurement process, for which a separate Contract Notice will be issued. At the Market Awareness events Scape will inform the market about their upcoming procurement and provide an opportunity to consult with and receive feedback from potential suppliers. In the formal procurement process to follow, applications will be invited from suitably experienced suppliers of consultancy services who can provide high quality services using a customer focused approach.
Lot Information
Built Environment Consultancy Services
The services will comprise a full range of built environment consultancy services as noted. In addition, ancillary services will be made available by the framework partner through their own supply chain. The specific services that may be procured under the Framework cannot be clearly defined at this stage, however the nature and types of works that may be required may include those services identified by CPV code on or in connection with any land or property and related asset owned, rented, leased or developed by any of the public sector bodies eligible to use the Framework, or on property or related assets in which any of the public sector bodies. At this stage Scape anticipate that a single supplier/entity will be awarded Lot 1 to provide ALL the required services at the conclusion of the procurement process themselves, through their supply chain or via a consortium/joint venture arrangement. The supplier/entity will be expected to work closely, and co-operate with public sector clients, in-house and external consultants, contractors and other partner providers. All contract performance will be monitored using a set of comprehensive performance indicators. Services shall be delivered by the Consultant and their Tier 1 supply chain. All Services will be performed in accordance with the Framework Agreement and a Delivery Agreement executed in accordance with this Agreement. Individual commissions called off under the framework may be as little as GBP 500 or exceed GBP 50 000 000. The services value range for individual call off arrangements will be confirmed at the next stage of the procurement process. The Contract Notice will include the estimated total aggregate value during the life of the Framework, however indicative values are given in this Notice.. The estimated value of Lot 1 during the framework duration is GBP 150 000 000 and therefore has the estimated annual value of GBP 37 500 000. The minimum turnover level for a potential supplier will be confirmed in the Contract Notice but is anticipated that it will be in the order of; GBP 50 000 000 for Lot 1.
Civil Engineering and Infrastructure Consultancy ServicesThe services will comprise a full range of Civil Engineering and Infrastructure consultancy services as noted. In addition, ancillary services will be made available by the framework partner through their own supply chain. Strategic Asset Management Consultancy ServicesThe Asset Management lot is dedicated to the management of property by implementing effective strategies to achieve sustainable public estates. This includes all aspects of the asset lifecycle from policy, change management, operational improvement through strategic advisory services to enable long term planning. In addition, ancillary services will be made available by the framework partner through their own supply chain. The specific services that may be procured under the Framework cannot be clearly defined at this stage, however the nature and types of works that may be required may include those services identified by CPV code on or in connection with any land or property and related asset owned, rented, leased or developed by any of the public sector bodies eligible to use the Framework, or on property or related assets in which any of the public sector bodies. In order to manage the events potential suppliers are limited to a maximum of 3 attendees per organisation. Interested parties must register their interest, Scape will not permit access to unexpected personnel. For further information and to register your interest in attending either of these events and receive confirmation of; the times, agenda, the venue and other relevant information please do so by visiting: https://www.scapegroup.co.uk/events The events are limited based on the capacity of the venue and the number of registrations received. The events are intended for potential providers who can meet the requirement to provide the services described in II.2.4 and meet the anticipated turnover requirement and provide full coverage across Scotland. They are not intended for supply chain members, sub-contractors or suppliers who may supply services to the successful Framework provider when awarded. Scape is anticipating considerable interest in this framework and as such will not respond to queries prior to the events. There will be opportunity to ask questions at the events and to consult with Scape after the events and prior to the issue of the Contract Notice. Scape uses the Delta sourcing e-tendering web portal for their procurements and this system will be used for the procurement process once commenced.
