Notice Description
Heriot-Watt University proposes to enter into a Contract with Oracle Corporation and associated partners with reference to Paragraph 33(4)b of The Public Contracts (Scotland) Regulations 2015. Specifically, the Contract pertains to the purchase of cloud based software commodities licences with a support, maintenance and implementation element.

Heriot-Watt University proposes to enter into a Contract with Oracle Corporation and associated partners for the purchase of cloud based software licences with associated support, maintenance and an implementation element. This will replace the existing solution which covers Oracle Finance, Oracle HR, Oracle Expenses, Oracle Recruitment, Oracle Reporting and associated middleware and interfaces which have been in continuous use for over ten years. The Contract shall ensure the effective continuation and development of existing data, skills and capabilities and allow the organisation to on board a suite of necessary business critical software to support existing business strategies.
Options: Option to extend the initial Contract term of five years by a further five years in single year extensions.
Procurement Information
The award of a contract for an Oracle Cloud ERP Software Solution with support, maintenance and an associated implementation service is a replacement for the existing Oracle eBusiness Software that has been in operation at Heriot-Watt University for over ten years. Acquiring an alternative solution to Oracle would result in a change of technology platform which offers different technical characteristics and consequently resulting in a change to the data model, base technology and skill set required to operate the system. This would result in disproportionate technical difficulties during the implementation and subsequent operation of the system. Awarding a Contract to Oracle shall ensure the effective continuation and development of existing data, skills and capabilities and will allow Heriot-Watt University to acquire a suite of essential business critical software to replace the existing suite which includes Oracle Finance, Oracle HR, Oracle Expenses, Oracle Recruitment, Oracle Reporting and associated Middleware and Interfaces which supports the current business strategy.
