Micro Focus COBOL Software Support
Notice Description
This is a voluntary ex ante transparency (VEAT) notice. Crown Office and Procurator Fiscal Service (COPFS) has awarded a contract to Micro Focus International plc to supply COBAL Server software support. This is to ensure continuous operation of the COPFS case management systems. Micro Focus COBOL is used to run and compile the PROMIS application that enables COPFS to manage and progress cases through the judicial system. It is a business critical software component available only from the stated supplier.
Lot Information
Lot 1
Competition is absent as this software can only be procured from Micro Focus. As part of our Digital Transformation Strategy, COPFS is considering plans to strategically move to other solutions, however, this involves significant work and requires alignment with longer-term case management development planning and funding.
Options: The contract will be awarded for 1 year with the option to extend annually for a further 2 years. The requirement will be reviewed each year to ensure this is still the most appropriate route to market and in line with strategic digital plans.
Procurement Information
Micro Focus own the IPR and licensing rights in the software. The required licenses and support to run the software package can only be provided by Micro Focus for technical reasons. COPFS will during the term of the contract investigate alternative solutions to support the PROMIS case management application.
