Additional appeal citations are expected and are time bound, FLS is unable to contract with a new procurement procedure within the statutory time limits for appeals. Failure to progress appeals timeously will result in a significant budget liability for FLS. Therefore a decision has been made to contract with the original contractor to avoid significant inconvenience and substantial duplication of costs.",
