Summary of the contracting process

The Scottish Government has completed a tender process for the procurement of Personal Protective Equipment (PPE) necessitated by the COVID-19 pandemic. This procurement falls under the goods category and was characterised by a limited award procedure without prior publication, justified by the urgency caused by the pandemic. The contract was signed on 21st May 2020, with the estimated value of £20 million. The framework agreement allows for the provision of PPE to various Scottish public service organisations, located predominantly in Edinburgh and throughout Scotland.

This tender presents significant opportunities for businesses involved in the manufacturing or supply of PPE, particularly those that can demonstrate their ability to meet urgent demands and have established supply chains. Companies with experience in bidding for public contracts and those already servicing public sector clients in Scotland will find themselves well-placed to pursue this framework. Additionally, larger suppliers with capabilities to deliver goods across the region efficiently will be strong competitors for future contracts within this framework.

Notice Title

Personal Protective Equipment (PPE)

Notice Description

Personal Protective Equipment (PPE) necessitated by the COVID-19 pandemic.

Lot Information

Lot 1

The Scottish Ministers have placed a single-supplier Framework Agreement for the provision of Personal Protective Equipment (PPE) to organisations (outwith the NHS and the regulated care sector) which provide essential public services with a risk of exposure to the COVID-19 virus.. The stated value is an estimate only. Actual usage of this Framework Agreement is difficult to predict accurately.

Options: The base period of the Framework Agreement is 11 months. There is an option to extend the period by a further 13 months.

Procurement Information

The Authority is of the opinion that the current COVID-19 pandemic constitutes an unforeseeable event which justifies a direct contract award for the provision of PPE on grounds of urgency. The Authority recognises that the Contractor already supplies similar goods to other customers (and thus has existing supply chains and a familiarity with the product range), has the ability to stock and distribute product across Scotland (as an existing provider of other products to the public sector in Scotland) and so are able to offer the rapid implementation that is required.
