The Authority is of the opinion that the current COVID-19 pandemic constitutes an unforeseeable event which justifies a direct contract award for the provision of a national phone line on the grounds of urgency. The Authority recognises that the Contractor already has the structure in place to deliver the service and so are able to offer the rapid implementation that is required.
