Notice Information
Notice Title
Mapping and Forecasting Battery Use in Scotland
Notice Description
The aim of this project is to provide the Project Group - led by Zero Waste Scotland and supported by Transport Scotland and Scottish Enterprise - with a 'rapid mapping' exercise for all battery types to broadly assess the market and current disposal methods. This information will feed into a more detailed assessment of electric vehicle batteries, including future casting projections, to ensure Project Group members are better placed to provide support necessary for the industry to accelerate circularity and exploit market opportunities.
Lot Information
Mapping of All Battery Types in Scotland
Lot 1: Mapping of All Battery Types in Scotland is responsible for delivery of Phase 1 and Phase 2 requirements. Phase 1 involves the mapping of the current battery sector in Scotland to quantify the types of battery used and where, the materials those batteries contain, how they are currently disposed, and whether the current systems and regulations are working for Scotland to recover maximum value from the resource. All battery types are in scope for this phase of work. Phase 2 involves the preparation of a report that considers - and quantifies where possible - the future for non-electric vehicle batteries in Scotland, considering how battery uses and chemistries might change and the potential for Scottish companies to engage with opportunities to improve sustainability and increase circularity within the supply and disposal chains. Further information is provided in the Tender document.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
The Future of Electric Vehicle Batteries in ScotlandLot 2: The Future of EV Batteries in Scotland is responsible for delivery of Phase 3 requirements only. Phase 3 involves the preparation of a report that considers - and quantifies where possible - the future for electric vehicle batteries in Scotland, considering how electric vehicle battery use and disposal will develop through to 2050 and determining the key opportunity areas for Scotland and what is required to fully benefit from their implementation. This will include all modes of transportation - road, rail, aviation and shipping. Further information is provided in the Tender document.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

"description": "Further information regarding this Framework Opportunity can be found within the Tender documentation, the ESPD Scotland module and the additional documents published in the Contract Notice on the Public Contracts Scotland (PCS) web portal for this procurement procedure. Interested parties should read the information and instructions provided in all procurement documents carefully before submitting a response, as failure to follow instructions may result in your ESPD (Scotland) response and / or your Tender submission being ruled non-compliant. Clarifications may be sought through the Question and Answer facility for this procurement procedure on the PCS web portal only. Bidders should note that Zero Waste Scotland will carry out due diligence checking on statements made within ESPD (Scotland) responses. A request from Zero Waste Scotland to provide evidence in support of statements made by a Bidder in their ESPD (Scotland) response does not infer that the Tender or the Bidder has been successful. Quality submissions will be scored using the Scottish Government's recommended scoring convention: 4 - Excellent: Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full. 3 - Good: Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled. 2 - Acceptable: Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas. 1 - Poor: Response is partially relevant but generally poor. The response addresses some elements of the requirement but contains insufficient / limited details or explanation to demonstrate how the requirement will be fulfilled. 0 - Unacceptable: Nil or inadequate response. Fails to demonstrate an ability to meet the requirement. Zero Waste Scotland anticipates that Contract Award will occur by the date stated in the Tender document, however Bidders should note that this timetable may be subject to change. Zero Waste Scotland is unable and unwilling to respond to any questions raised by Bidders or Interested Parties after the deadline for Tender submissions and while the procurement exercise remains live. Bidders will be informed of decisions or delays by Zero Waste Scotland at the same time, electronically by email to the nominated contact only, as identified in your response or submission.
