Summary of the contracting process

Trust Housing Association Ltd and Bield Housing and Care are seeking to establish a framework agreement for Responsive Repairs, Void Property Works, and Out of Hours Emergency Works primarily in Eastern Scotland. This procurement process, classified under the "works" category, recently concluded with an award stage as of 25 March 2021. The procurement method used was a selective, restricted procedure with three bids submitted. The project was primarily focused on maintaining residential housing stock aimed at elderly care, with the client-based contracts being independent of one another. The tender period had a deadline for submission that concluded on 4 November 2020.

This opportunity presents significant potential for businesses in construction and maintenance, particularly those specialised in responsive repairs and emergency works for residential properties. Small and medium-sized enterprises (SMEs) are encouraged to participate, as evident from the competitive tender responses. Companies with expertise in housing and community amenities, especially those experienced in working with social landlords, will be well-positioned to leverage this contract for growth and market expansion.

The full requirements of this framework and the contracts to be placed from it are set out in the DRAFT Tender Documents and these should be read carefully before deciding to complete the ESPD. It is the Client Bodies intention that two contractors will be appointed to the framework. The first placed contractor will be awarded all of the works initially, however if at any time there is a failure of performance the second placed contractor will be called upon to carry out a proportion of the works. Should it be necessary to end the first placed contractor's contract(s) earlier than intended the second placed contractor shall be appointed to take over the entire contract(s). Initially only the first placed contractor will be required to provide the IT integration requirement, which is a condition precedent to being awarded the contract.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Options: Option to add further properties to the contracts in the event of additional property acquisitions.
