Notice Description

Dumfries and Galloway are exploring options for the provision of parts and services relating to the repair and maintenance of the waste process equipment within the Lochar-Moss MBT facility. The primary purpose of the MBT facility, is to mechanically recycle all incoming household waste from across the Dumfries and Galloway region of Scotland, operating 5 days per week, 24 hours per day, processing up to 70,000 tons of household bin waste per year. The scope may include but not be limited to emergency repairs, pro-active repairs and maintenance and lifecycle replacement and refurbishment plant processing equipment in the following discipline areas: - Chain conveyors - Belt conveyors - Shredders - Trommels and screening - Over-band magnetic extraction - Overhead Gantry cranes - Press compactors - Process fans - Compressors - Dust extraction - Rapid rise shutter doors - Fire suppression system, flame detection - Please note that at this stage the scope of the framework and its lots have yet to be determined and therefore may change from those stated in this notice.

Emergency Services

Dumfries and Galloway Council manage the MBT waste facility on a 24 hours 5 days per week operation. The facility may require emergency repairs from time to time to maintain an effective operating process, reducing downtime and associated impacting costs. An emergency repair, would require individuals or companies that can respond within in an established timeline and has readily available stock of parts to enable the effective and timely repair, maintaining the running efficiency of the plant and reducing the downtime. Included in the criteria for this lot will be: - All associated parts consumables, access equipment, safety controls. - Engineering Labour, Welding, design, and Fabrication. - Scaffolding, access equipment supplies and hire. The scope may include but not be limited to emergency services of the following elements: - Hydraulic: drives, motors, pumps, valves, hoses, fittings, parts, supplies and repairs - Pneumatic: parts and supplies - Motor and gearbox supplies, repairs - Conveyor belts, rollers, bearings, shafts - Electrical drive: repairs and supplies - Electrical control components: PLC, process modules, Encoders, Sensors, switches - Electrical components, contactors, relays, cables supplies, crimps, and enclosures - Consumables: Wear parts, oils, greases, seals, gaskets, tools and equipment - Please note that at this stage the scope of the framework and its lots have yet to be determined and therefore may change from those stated in this notice.

Repair and Maintenance Services

Dumfries and Galloway Council manage the MBT waste facility on a 24 hours 5 days per week operation. The facility may require general repairs, improvements and maintenance would include all planned repairs or improvements towards the process equipment and its effective, reliable operation. Included in the criteria for this lot will be: - General parts supplies outside of OEM parts equipment - Consumable parts and supplies - Engineering Labour, Welding, design, and Fabrication - Scaffolding, access equipment supplies and hire - Planned repairs to equipment components, Motors, gearboxes, drives - Tools, consumables, lifting equipment supplies and services - Please note that at this stage the scope of the framework and its lots have yet to be determined and therefore may change from those stated in this notice.

Lifecycle Replacement and Refurbishment

Dumfries and Galloway Council manage the MBT waste facility on a 24 hours 5 days per week operation. The facility may require fully planned replacement and refurbishment of processing plant equipment, removal, installation, fabrication, and supply. Included in the criteria for this lot will be: - Planned works will require off operating hours availability (weekends) - Bespoke OEM equipment refurbishment and replacement - Associated parts, supplies, ancillaries - Engineering Labour, Welding, design, and Fabrication - Scaffolding, access equipment supplies and hire - Planned repairs to equipment components, Motors, gearboxes, drives - Tools, consumables, lifting equipment supplies and services - Please note that at this stage the scope of the framework and its lots have yet to be determined and therefore may change from those stated in this notice.
