This Prior Information Notice is being used by Police Scotland to issue a Request for Information (RFI) to assist the strategic direction for the Corporate Service Technology Solution. This Prior Information Notice is being used by Police Scotland to gauge interest and issue a Request for Information (RFI) to assist with the future strategic direction of the Corporate Services Technology Solution. Corporate support services for Police Scotland enable and underpin the operational service that is delivered for the people and communities of Scotland. The Transforming Corporate Support Service (TCSS) Programme is a core part of this, investing in technology and changing how we work to improve the quality, consistency and efficiency of support services - Finance, People and Development, Fleet, Estates, Procurement and ICT. These functions currently operate from over 100 locations, with ageing legacy technology, fragmented processes and practices often requiring manual work arounds. This means a significant administrative burden on both front line and corporate services teams, reinforcing different ways of working. The transformation of Corporate Support Services is comprised of two core components: The service design: -how each function will be organised in the future; -the standard service catalogue for each function; and -the organisation design through which the future function will be managed. The supporting technology - Providing the systems that will underpin the delivery of the services and support customers to access them. Market Engagement Objective: To perform a market engagement exercise that will explore and identify potential technology options for delivering TCSS and assess options relating to the technology which would underpin the full realisation of the benefits of the Target Operating Model. Approach: In order to explore a wider set of technology options Police Scotland has reviewed and updated the Technical Design Principles for the Programme, run workshops to prioritise investment areas and now seeks to perform a market engagement exercise, the purpose of which is to determine what procurement approach and technology strategy (for example. 'best of breed' versus 'best of suite') is most suitable to address both its short term system replacement requirements and longer term ambition of having integrated software solutions across our corporate services. The Authority may wish to have some exploratory discussions with a cross section of interested parties, however it won't be feasible to have conversations with all interested parties. The Authority will look to include parties from a range of sectors and organisations of differing size and scale to gather information from a broad range to help inform our thinking. All Interested parties whether selected for discussion session will have the opportunity to provide a written response to the RFI and any subsequent tender as appropriate (Subject to Procurement Route selected). This will include opportunity to understand affordability and payment options. The Authority intends to update this notice with the RFI in accordance with timescales below:. 1. Issue Prior Information Notice 2. Notice Updated approx. Week Commencing 7th December with RFI Document. 3. Interested Parties provide confirmation (Via email) by Wednesday 9th December if they wish to be considered for future market engagement discussion in December 2020 / early 2021. 4. Interested Parties provide written response to RFI - Date TBC in RFI.
