This brief covers the first element of the Cultural Quarter project and Moray Council wish to appoint a multi-disciplinary Design Team to secure full planning consent listed building consent and building warrant consent for the refurbishment of Grant Lodge to a high quality heritage attraction and to provide detailed interpretation planning for the heritage experience. The team will be required to prepare and submit the design and associated infrastructure and landscaping proposals, with supporting information and reports required for the planning, listed building and building warrant applications and any additional work required to ensure successful consents being granted. Detailed proposals for the interactive heritage exhibits that incorporate state of the art technology and modern interpretative methods to engage visitors in the heritage of the region must also be prepared.

1.1 The Moray Growth Deal is centred on eight projects designed to transform the Moray economy, address concerns around encouraging young people to live and work in the area and address gender inequalities in employment. The Cultural Quarter project is one of the 8 projects being supported through the Growth Deal and aims to create a vibrant Cultural Quarter in the heart of Elgin, which will serve the whole Moray community. The Cultural Quarter project has key three elements; 1. Refurbishment and extension of the currently vacant listed category B Grant Lodge to create a high quality heritage attraction, aiming to increase the number of visitors to Moray and to encourage people to stay longer in the area. The centre will link with the work on Moray's Great Places www.moraysgreatplaces.com 2. Refurbishment, extension and rebranding of Elgin Town Hall to house a multi-purpose theatre/ performance space and other multi- functional spaces to support the theatre and to provide suitable spaces for a creative industries centre for Moray. 3. Provision of a high quality hotel to be privately funded to address a much-needed and long acknowledged market gap in the region's tourism infrastructure. 1.2 This brief covers the first element of the Cultural Quarter project and Moray Council wish to appoint a multi-disciplinary Design Team to secure full planning consent, listed building and Building Warrant consent for the refurbishment of Grant Lodge to a high quality heritage attraction and to provide detailed interpretation planning for the heritage experience.
