The Scotland 5G Centre (S5GC) Seeks to obtain the services of a suitably qualified constancy firm that can support the Centre to identify and develop a monitoring and evaluation framework that can track and measure the effectiveness of the center in supporting national policy objectives. The S5GC is looking to secure the services of a single supplier to deliver the below non-exhaustive list of objectives related to the establishment and operation of a monitoring and evaluation framework: -Create a baseline review of current center activities, the indicators used to monitor these, weaknesses within these and opportunities to strengthen. - -Determine the positioning of S5GC in the wider policy and practice environment and the evidence required to demonstrate positive social and economic effect. -The development of a consistent, reliable and valid method of recording hard 'direct' and 'soft' indirect indicators. -Support the S5GC to determine the most effective method to undertake this over a 15 - month period reflecting key internal and external reporting points e.g. quarterly Board updates, annual report and funder requests for evidence of impact/progress. -Provision of considerations for monitoring and evaluation beyond March 2022. -Provision of final conclusions, considerations and recommendations for revised actions going forward - fine tuning S5GC and its activities within the overall policy and practice framework.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: The Contracting Authority reserves the right to extend the contract in line with business needs.
