We are looking for a learning professional who is passionate about digital learning, good service design and the part they both play in delivering learning and performance outcomes. Do you have experience of developing learning strategies and turning them into coherent and actionable plans? Know what it takes to put in place a user centred, accessible and sustainable learning service? Do you have a track record of using a consultancy approach to manage relationships and change. If so, this post within the People Directorate's Learning and Development team could be what you're looking for.The Scottish Government's L&D Team lead on policy and practice for building capability of colleagues across the Scottish Government in line with our organisational priorities. The team works with colleagues across the organisation to develop a clear learning and development strategy and to mainstream learning and development as a core part of workforce and development planning.It's an exciting time to join us as this year sees the implementation of our new learning experience platform (LXP) which will play a key role in transforming the learning experience of our colleagues and building a culture of learning across the organisation. This job is a key opportunity to shape and set the groundwork for this critical new aspect of our learning infrastructure.The role is primarily responsible for developing the future state strategy and implementation plan for our digital learning service. At core, this will involve working with senior leaders, key stakeholders, service users and available data to shape our first digital learning strategy, service blueprint and resourcing/functional plans which enable delivery strategy over the coming 3 years. You will work closely with a wide range of internal and external stakeholders to ensure the strategy and plans for our new digital learning services support an effective and impactful transition from current to future state of the service. We anticipate initially that this post will be required for 6-9 months, paving the way for the establishment of the formation of a permanent digital learning function.The role involves close working with our LXP project team, members of our Programme Board and Centre of Expertise in Learning. There will be regular contact with senior staff and external stakeholders, including UK Civil Service colleagues, internal and external providers of learning and development. You will have practical experience of building strong relationships and influence with a diverse range of stakeholders, ensuring value for money and developing capability solutions that reflect thought leadership, embrace emerging learning technologies and meet the needs of all stakeholders.
