Notice Description
The Scottish Prison Service is an executive agency of the Scottish Government tasked with managing prisons and Young Offender Institutions in Scotland. The current SPS Prisoner Records system is aged and reaching end of mainstream support, and cannot provide a modern digital platform to allow the SPS to transform its processes, and vastly expand it data set, to meet its strategic objectives. Through a phased replacement, the SPS wish to develop a new cloud based loosely coupled modular application through Agile development, based on micro services, open source/open standards, and cloud commodities that will transform operational processes and deliver an individualised asset based approach with those in SPS care.

"description": "To explore modern delivery methods in line with Scottish Government Digital guidelines, the SPS has concluded a large solution design phase to understand the approach and products which will support the design and build for a possible custodial system. This has resulted in SPS targeting a cloud based, micro services enabled, modular design using Agile development methodology. To this extent, the SPS has identified an initial set of core 'services' whose functionality could be delivered by micro services or, where appropriate, other integrable tools, striving to adhere to Open Source/Open Standards as a design principle. SPS would like to use these to construct the base platform in the cloud, on which can then be built modules that are loosely coupled with these services, and other modules, to deliver derived 'To-Be' business processes. During development and delivery of this platform and modules, the new system will need to coexist with the SPS' existing Oracle Forms data centre hosted application, which this new system will systematically replace. The SPS intend to contract with a partner to develop the core cloud-based platform on which the subsequent modules will be built. This package of works will provision the cloud environment and the development tools required, put in place a security and administration capability that will be used across the application, create a data model including data warehousing, and put in place the core services (e.g. Workflow, EDRMS, CRM, Reporting, Attendance Recording/Auto Attendance, Resource Management, Business Rules Management, Enterprise Search, Timetabling and Scheduling) for the subsequent modules. Design standards shall be agreed with SPS to provide a consistent experience across all modules. The platform should, wherever possible, be based upon open source/open or industry best practice standards to allow its ongoing support and development, and the subsequent packages of modules to be developed, to be open to competition, and interoperability with partner systems. Included in this package of work will be the Agile development of initial key enabling modules (e.g. prisons configuration, user administration, user-specific dashboard, etc.). The service provider will partner with the SPS to deliver innovative solutions to meet derived 'To-Be' business processes for these modules, and deliver an easy to use compelling user experience to end users, through potentially different devices, without the need for detailed training. Key to this delivery is the management of cost throughout the development lifecycle.
