This contract is being awarded under Reg 6(4)(b) The Procurement (Scotland) Regulations 2016 - For the purchase of additional goods, where the University would have compatibility issues or disproportionate technical difficulties in purchasing from a party other than original supplier There is a unique combination of issues that prevented a competitive process being completed earlier than is now planned to take place: There is a hard milestone for the legacy on-premises server which is out of support in July 2022 The new version of current software will not run on the legacy server so to ensure software is kept up-to-date, not least for security, the software is moving off premises to a cloud version The first year of this contract is moving to the cloud, removing the imminent end-of-life server issue while maintaining Business As Usual for staff and service users during a period of uncertainty of staffing levels during pandemic. The second year of this contract (Aug 2022 to July 2023) will run alongside a competitive tender and implementation process for contract beyond July 2023
