Research, Appraisal, Evaluation and Delivery Framework : PIN - Request for Information
Notice Description
For HIE and SOSE, our strategic approach is founded on maximising the opportunities presented by the unique natural capital and assets of our respective regions. In seeking to deliver benefits in each and every part of our area, we actively pursue a wide range of opportunities that have the potential to deliver significant economic and social impacts. HIE's Planning and Partnership team is exploring options to ensure continued coverage of activity provided to address current and emerging organisational demands and is proposing a new framework titled Research, Appraisal, Evaluation and Delivery (RAED). This has involved discussions with SOSE who have expressed interest in collaborating with HIE on the research element of this framework. Projects will reflect and respond to the range of Scottish Government strategies that outline Scotland's route map to a green recovery from COVID-19, and actions allied to realising ambitious and transformational change in terms of growing the economy more generally, and specifically in the drive to achieve net zero greenhouse gas emissions by 2045. Framework activity will evolve to reflect changing strategic thinking and prioritisation over the next three to four years. See attached PIN documentation for full details.

The purpose of this PIN is to gauge interest as well as seek views and information from the market place in relation to a potential future contract opportunity being led by HIE in collaboration with SOSE (in relation to research activity). It will also inform the procurement strategy ensuring that any procurement route subsequently selected is attractive to the marketplace and will provide a competitive tendering environment for efficient delivery of any future contract requirements.
