The Scottish Government intends to procure a contract for a single managing agent to deliver a new national scheme ("the scheme") as part of its' Heat in Buildings Programme, which will cover the whole of Scotland. The scheme is due to go live in 2023 and will be centered around the installation of insulation, heating and micro-generation measures and is targeted at those who are in or at risk of fuel poverty. This is a re-procurement of the Warmer Homes Scotland (WHS) contract which will expire on 30 June 2023. The current WHS service is supported by a Quality Assurance and Audit (QAA) contract and the Scottish Government intends to procure a new QAA contract to support delivery of the Heat in Buildings Programme new national scheme. The purpose of the associated QAA service is to give the Scottish Government confidence that the services provided and the installation of measures undertaken under the new national scheme are compliant in terms of both the national scheme contract and the prevailing legal and retrofit industry standards including PAS 2030/2035 and MCS. The successful QAA agent will be required to carry out various different types of on site and desk based inspections, audits and reports. These may include but not be limited to on site Pre-Installation, Post-Installation, Work in Progress inspections as well as desk based audits relating to delivery of the customer journey and analysis of financial information provided by the service provider, including invoices and pricing review evidence.
