ScotRail is seeking specialist support to create a dataset of public and internal information to enable the development of a process which will allow the potential impact of proposed timetable changes on those with protected characteristics to be understood and refinements made to avoid such impacts.

ScotRail is seeking specialist support to create a dataset of public and internal information to enable the development of a process which will allow the potential impact of proposed timetable changes on those with protected characteristics to be understood and refinements made to avoid such impacts. The dataset and process will enable potential benefits and disbenefits on local communities to also be identified. Requirements: - Creation of a dataset, which disaggregates the information required to undertake a robust Equality Impact Assessment (EqIA) by rail station and line of route. This will include information from the census, Scottish Household Survey, Scottish Transport Statistics as well as localised data from Local Authorities and Regional Transport Partnerships. Relevant producers and attractors of demand should be identified along with other public transport modes. - The dataset must be able to be updated by ScotRail staff going forward. - It should be hosted on standard software such as Microsoft Excel, Access and Business Integrator and take inputs from all required ScotRail systems - The supplier shall also prepare a process by which an EqIA on proposals at a national level can be undertaken which will identify benefits and disbenefits to specific parts of the population. The baseline timetable for assessment will be that planned for introduction in December 2022. - The level of assessment should be proportionate to the changes being proposed and tiered, i.e., a national analysis which is sufficient to identify areas of potential problem. This enables more detailed assessments to be undertaken in localised areas. - The process should include a template report for the timetable EqIA - The assessment should be designed to be undertaken by competent ScotRail staff - The supplier should be available to support ScotRail deliver appraisals of the May 2023 timetables on a call off basis..
