Refugee English Language Teaching and Cultural Integration Activities

The service entails the provision of English for Speakers of Other Languages (ESOL) assessment and classes, and cultural integration activities (e.g. discussion groups on aspects of UK culture, visits to important historic and cultural venues, opportunities to meet and mix with longer-standing communities) that support vulnerable men, women and children and assist them to integrate into local communities. There have been cultural benefits from involving specialist third sector providers (e.g. more community-based approaches, access to large and culturally diverse volunteer groups) which the Council is keen to ensure service users continue to benefit from. The intention of this procurement project is to place a Contract involving specialist third sector providers for the continuing provision of cultural integration activities and language tuition for the next two years with the option to extend for a further two 12 month periods (2+1+1).

Renewal: The contract will be for a period of two years with the option to extend for up to a further two 12 month periods (2+1+1), undertaken at the sole discretion of the Council.

SPD Question 4C.7 - Climate Change - It is a mandatory requirement that Tendering Organisations will be required to provide evidence that their organisation has taken steps to build their awareness of the climate change emergency and how they will respond. Tendering organisations will be required to complete the Climate Change Plan Template, including planned projects and actions to reduce the bidder's carbon emissions. This does not need to contain calculated carbon emissions. Where a Tenderer fails to demonstrate that it is taking steps to build awareness of the climate change emergency and reduce emissions, to the Council's satisfaction, the Council may exclude the Tenderer from the competition. SPD Question 4D.1(A) - Health & Safety - Tendering Organisations with more than 5 employees are required to have in place a Health & Safety Policy which is approved at a senior level within the Organisation and is reviewed regularly. To demonstrate compliance Tenderers must attach their Health & Safety Policy. Where a Tenderer does not have a Health & Safety Policy and is required to do so, the Council may exclude the Tenderer from the competition. SPD Question 4D.1(B) - Payment of the Real Living Wage - Tenderers are required to confirm that they will pay any staff that are directly involved in the delivery of the framework agreement (including any agency or sub-contractor staff), at least the real Living Wage. Where a Tenderer does not commit to pay any staff that at least the real Living Wage, the Council may exclude the Tenderer from the competition.
