This is a Managed Service delivered on behalf of Zero Waste Scotland and as part of the Energy Efficiency Scotland programme.

Zero Waste Scotland provides a free-to-use technical and behaviour change advice and support service ('the Service') designed to provide advice and support on energy efficiency measures and opportunities for small to medium-sized enterprises across the whole of Scotland and covering all sectors. The Service will help customers to identify the economic and environmental benefits to be achieved through energy efficiency, by building business cases that lead to the practical implementation of energy efficiency measures. The Service will build upon the success of the previous Resource Efficient Scotland Advice and Support Service, retaining and improving where practicable current Service and customer satisfaction levels while continuing to grow the Service in terms of support provided (volume and range), and both the carbon and cost savings identified. The Service will be a key element of the Energy Efficient Scotland programme and will comprise the following core elements: (a) A Central Hub Service (b) Light-Touch Activity (c) In-Depth Activity The Service must be designed flexibly to allow reprioritisation of workload and activity as necessary to respond to changes in business and / or policy requirements, including target sectors, and with the potential to increase capacity where and when interest in the Service is likely to peak - for example, following a major event or promotional activity - or where additional funding is made available to support further delivery. Procurement Information

This Contract Award Notice is being published to correct certain errors and omissions within the original Contract Award Notice for the original procurement procedure (reference MAR384151 on the Public Contracts Scotland web portal) and the subsequently published Modification Notice (reference MAR384274 on the same) used to correct an error in the value of the contract quoted in that Contract Award Notice. Zero Waste Scotland published a Contract Notice to procure the Scottish SME Energy Efficiency Advice and Support Service (19-RE-090-OJ) on 20 September 2019. Although a single response was received by the stated deadline, evaluation of that response determined that no suitable tenders were submitted in response to that open procedure. Zero Waste Scotland then began negotiation with the single respondent in accordance with regulation 33(a) of the Public Contracts (Scotland) Regulations 2015, to determine what, if any, changes could be made to their original proposal that would result in the provision of a suitable tender without substantial alteration to the original conditions. Following those negotiations, Zero Waste Scotland accepted a revised tender from the supplier and published a Contract Award Notice through the PCS web portal and in the Official Journal of the European Union (OJEU) to confirm the award of a contract. A subsequent review of that Contract Award Notice confirmed that the annual cost of the delivery had inadvertently been provided for II.1.7 (Total value of the procurement) and V.2.4 (Total value of the contract / lot), rather than the total cost over the duration of the contract, including any extension options. A Modification Notice was then published to correct this. A further review of the Contract Award Notice and the Modification Notice confirmed that neither had provided sufficient detail of or justification for the use of the negotiated procedure described above. This Contract Award Notice corrects this and replaces both the original Contract Award Notice and the Modification Notice.
