The Council wishes to appoint an expert in Cultural and Economic Development to prepare the following documents to support the CQ FBC in line with HM Treasury Green Book: - Business Plan and Financial Model for Elgin Town Hall - Business Plan and Financial Model for Grant Lodge - Options Appraisal and Business Case for a 'Culture and Heritage Trust' for Moray - Socio-Economic Impact Assessment for The Cultural Quarter Project. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
