The Crown Office and Procurator Fiscal Service, on behalf of LINETS would like to notify you of a potential opportunity for the provision of the LINETS Web Portal including hosting, development, support and maintenance. A Request For Information questionnaire has been developed and should be completed and returned before the deadline by any suppliers interested in this opportunity.

LINETS has an existing web portal which provides around 1800 public sector subscribers with a single sign-on gateway to premium legal databases and research material hosted on suppliers online platforms. The existing web portal is built using Joomla v3 and hosted externally. An upgrade to version 4 is planned during the existing contract. The site is visited by around 300 users daily/1,200 monthly, with around 25,000 page views per month. Users sign into the portal using accounts created by LINETS staff. LINETS is looking for a single supplier to host, develop and support a solution that meets the following aims: All existing features to be retained; Developed using commonly used software and a standard template to ease future maintenance; It should be possible for non-technical staff to maintain the user database and edit site content; The ability to offer single sign-on access to the LINETS site from users corporate networks may be a future requirement; Compliant with the Data Protection Act 2018; Meets Web Content Accessibility Guidelines; Includes a development environment for the proving of changes and patches prior to implementation in the production environment; Secure role-based access control with multi-factor authentication for site administrators; A seamless migration from the current contract to the new contract with little or no disruption to users, and the same at the end of the new contract.
