Provision of Independent Technical Security Consultancy Services
Notice Description
National Galleries Scotland (NGS) "The Authority" wish to award a contract for the Provision of Independent Technical Security Consultancy Services to a single Consultant. The objective of the tender is to contract a Technical Security Expert to develop a technical specification roadmap that enables NGS to develop and deliver an updated and integrated security infrastructure, with adaptive functionality taking into account anticipated developments within the security systems industry. The security infrastructure should provide an efficient and effective security system for NGS that minimizes downtime of existing systems and ensures the safety and security of NGS's assets and personnel. The contract scope includes an initial contract Phase 1 with an optional Phase 2 to be commissioned at NGS' discretion. For full details of the Contract Requirements please refer to the Tender and Contract documents. The Contractor must have a clear understanding of the contract requirements and the organisational needs of NGS. There is no commitment to a minimum spend over the duration of the contract. Under this agreement, no minimum spend is guaranteed. There is no commitment to a minimum level of work over the duration of the contract. Under this agreement, no minimum level of work is guaranteed. The agreement will be non-exclusive i.e., NGS reserves the right, in certain circumstances, to procure out with the Contract Agreement, as and when required. In the event of unsatisfactory performance by the successful Contractor and the termination of the contract by either party, NGS reserves the right to negotiate the continuance of the services with the second and third placed Contractors.
Lot Information
Lot 1
The procurement will be conducted through the use of the Open (single stage) procedure. Bidders must complete and return an SPD (Scotland) form along with their tender submission. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. It is a requirement that the Service Provider as a minimum, hold or commit to obtain prior to the award of contract a valid Cyber Essentials Basic Certificate (or equivalent) in place throughout the duration of the contract. For further information please refer to the tender and contract documents. Baseline Personnel Security Standards are required under the contract. All operatives who will be working on NGS sites will be required to hold valid basic disclosure certification.. The top three highest scoring Tenderers (price & quality combined score) will be invited to attend a meeting with the Tender Quality Evaluation Panel during the week commencing 11th December 2023 (date may be subject to change). Options: NGS reserve the right to award a public contract following the negotiated procedure without prior publication in terms of Regulation 33(8) of the Public Contracts (Scotland) Regulations 2015. Further information is included in the Invitation to Tender (ITT) document. NGS reserves the right to issue a contract modification in terms of Regulation 72 of the Public Contracts (Scotland) Regulations 2015.
