Summary of the contracting process

Dumfries and Galloway Council has completed a public procurement process for its "Road Maintenance Materials Framework," involving the supply of various road maintenance materials. This project, crucial for maintaining infrastructure across the Dumfries and Galloway region (UKM92), involved multiple lots covering coated, uncoated, and recycled roadstone, ready mix concrete, drainage materials, and kerb and footway materials. The procurement was conducted through an open procedure, emphasising quality over price, with a split of 60% quality and 40% price in the award criteria. Tender submissions were closed on 15 September 2025, with the award phase commencing on the same day. The contracts have been awarded and signed, totalling an active framework value of £21,000,000, reinforcing local and sustainable supply chains.

This framework creates significant opportunities for suppliers specialising in construction materials, aggregates, and road safety enhancements. Businesses engaged in producing or supplying road maintenance materials would find this framework particularly advantageous due to the sizeable investment by the council in regional infrastructure. Local suppliers such as Breedon Trading Limited and Grange Quarry Ltd have successfully become part of the framework, utilising their expertise in roadstone and construction inputs. This procurement process presents substantial growth opportunities for SMEs as well as larger entities looking to expand their footprint in the public works sector, fulfilling both regional development goals and sustainable procurement practices.
