Summary of the contracting process

Procurement for Housing Ltd (trading as PfH Scotland) has initiated the "Residential Construction Framework Agreement" focusing on the provision of residential works such as low-rise housing, apartments, and extra care facilities across the UK. This project, under Regulation 2 of the Public Contracts Regulations 2015, seeks to deliver high-quality, sustainable housing solutions for social housing sectors. The framework agreement was tendered through an open procedure and the procurement stage is complete with a contract signed on 13th August 2024, valued at £800 million. The main industry category is general public services, with specific classifications under CPV codes such as 45000000 (construction work) and 45211000 (building construction work).

This framework agreement presents significant opportunities for businesses involved in residential construction, especially those equipped to handle both traditional and modern construction methods. The adoption of Net Zero Carbon in-use buildings provides added value, catering to the rising demand for sustainable development. Small and medium enterprises (SMEs) and regional contractors are particularly well-suited to compete for these contracts, given the regional split of the lots. The large-scale project will help companies enhance their portfolios, secure government funding for affordable housing, and contribute to community benefits through improved housing infrastructure. Notable suppliers such as A&E Elkins, J. Harper & Sons, and Feltham Construction have already been awarded contracts, underscoring the diverse participation from SMEs and large entities alike.
