The Scottish Government has awarded a contract for the support and maintenance and potential development of two individual Case Management Systems.

Lot 1
The DPEA case management system (CMS) is used by the Planning and Environmental Appeals and the Planning, Architecture and Regeneration Divisions. The CMS manages over 20 different types of casework, appeals and applications. The CMS structures the casework and is the main tool for communication and publication ensuring an open and transparent decision-making process. The Energy Consents Online Portal is a separate CMS to allow energy infrastructure development applications to be submitted to the Scottish Ministers for determination. The system allows applicants, agents, consultees and Scottish Government staff to manage all aspects of the application process. Members of the public can also create accounts and submit representations in support or against the various planning applications. In-scope services include, but are not limited to, overall service management providing user support and technical assistance, incident and change management / service requests. In addition ongoing development services including application development, data engineering, solution architecture and security architecture, to support and enhance the systems to align with the Scottish Government policy and design and security principles for cloud hosted services, may also be required.
Options: The contract value includes fixed pricing for ongoing support and maintenance and, subject to budget approval, an estimated value for any additional development spend on one or both systems which may be required to meet, for example, any new legislative, policy or security requirements over the maximum five year contract period.
