Notice Description
The Scottish Government is seeking an external Service Provider to provide research and evaluation support for the Fairer Future Partnerships. Specifically, the Service Provider is required to support a national evaluation of the programme that works collaboratively with local partners to shape and co-ordinate data collection, reflection, learning and knowledge sharing and builds an understanding of whether and how the programme as a whole is effective in achieving changes in public service design and delivery and ultimately better outcomes for families.

Lot 1
We anticipate that the work will comprise four key workstreams: 1) Development of an overall monitoring and evaluation framework for the Fairer Future Partnerships programme, incorporating a range of outcomes, indicators and data sources, that can provide evidence of the effectiveness of the overall approach; 2) Provision of support to local partners in order to: a) enable the partnerships to collect good quality data that can evidence their agreed outcomes and impact, and b) facilitate ongoing evidence gathering, reflection, learning and knowledge sharing among partnerships; 3) Synthesis of data, evidence and learning collected by local partnerships to provide an overview of delivery models, programme reach and short- to medium-term outcomes; 4) Primary research with local partnerships and national stakeholders to explore key delivery challenges and the overall effectiveness of the partnership approach.
