NHS Greater Glasgow and Clyde Nurse Call Systems Upgrade

This requirement is for the upgrade of existing static nurse call systems located at the Glasgow Royal Infirmary and Queen Elizabeth University Hospital.

Nurse call systems are an important life safety system which have a direct impact on patient services and safety, these systems are located in patient areas and allow patients to summon nursing assistance at the bed space or nursing location, and for the clinical staff to communicate remotely with the patient and with each other which is an essential life safety component of bedhead services. There are currently a number of wards and patient departments throughout Glasgow Royal Infirmary with Static nurse call systems. These sytems are older analogue systems installed over 20 years ago and are increasingly harder to maintain and support due to obsolecense of parts and materials. This can often lead to the nurse call system going into major malfunction meaning wards and patient departments are left without a functioning life safety system. Most of these systems are end of life around 20-25 years and due to this the operational estates team have requested the service provider attend site to survey wards/patient departments with the intention to identify appropriate solutions. The recommendation would be for full replacement and working with the local estates team Static have submitted costs for renewal of the nurse call in a number of ward locations and funding has been secured to address certain priority areas at GRI. Due to the specialist service of nurse call systems there are a small number of recognised service providers who have the resource, technical expertise and maintenance coverage that healthcare facilities require. Static systems are one of these providers and at GRI the majority of the nurse call systems are manufactured, installed and maintained by Static, this is equally true for other healthcare facilities within GGC. Much of the ward areas identified for renewal are located in the Jubilee building where Static recently completed ward 50 where most of the building has integration with the existing system. When renewing the nurse call system it is important that integration with the existing system can be completed successfully with little or no-impact to the wider ward area. Due to the technical requirements including the need of the upgrade needing to link up to existing Static Systems Group nurse call system which is a closed loop system coupled with the local understandings of the ward areas progressing these works through Static Systems would provide seamless upgrade. The same applies to upgrade required for ward 47 located at the Queen Elizabeth University Hospital. NHS Greater Glasgow and Clyde believe that Static System Group are the only supplier that can conduct this requirement due to the Static Systems Group Nurse Call system installed at Glasgow Royal Infirmary and ward 47 located at the Queen Elizabeth University Hospital been a closed loop Static Systems Group Nurse Call system. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice.. Procurement Information

NHS Greater Glasgow and Clyde believe that Static System Group are the only supplier that can conduct this requirement due to the Static Systems Group Nurse Call system installed at Glasgow Royal Infirmary and ward 47 located at the Queen Elizabeth University Hospital been a closed loop Static Systems Group Nurse Call system. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice. NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services. The contract will be in place until the 31/03/2026
