The Glasgow City Region Programme Management Office (GCR PMO), on behalf of the eight local authorities in Glasgow City Region (East Dunbartonshire, East Renfrewshire, Glasgow City, Inverclyde, North Lanarkshire, Renfrewshire, South Lanarkshire, and West Dunbartonshire), is seeking to appoint a consultant to provide project management, technical, and procurement support to assist the local authorities enter into a concession type contract with a commercial Charge Point Operator (CPO). The eight local authorities have been collaborating with the Scottish Futures Trust and Transport Scotland to develop a consistent, joint approach to supporting the acceleration in the expansion of publicly accessible EVCI across the region on local authority owned land and assets.

The GCR local authorities require a consistent, full-time project management resource to support and co-ordinate each stage of the project. The consultant will be expected to - Oversee, coordinate, and manage the process from initiation through to contract award. Manage project milestones, actions, and timelines. Attend and provide regular updates reports on progress to the GCR Electric Vehicle Senior Officers' Group and other GCR/local authority governance structures as required. Arrange and lead on regular project management meetings with the GCR PMO, local authority officers, and other partners. Develop a clear understanding of the governance associated with the procurement and provide reports to the relevant governance structures, such as EV Senior Officers' Group, Chief Executives'' Group, Cabinet. Escalate issues or relevant matters to the GCR PMO. Maintain and update a risk register and issue log; and, co-ordinate stakeholder engagement, including with officers from the local authorities (legal, procurement, technical) as required, and external stakeholders, including commercial engagement, engagement with SPEN, Scottish Futures Trust and Transport Scotland, and others. Develop and administer an on-line document and information portal for the production all necessary tender documents.

Options: The council reserves the right to source non-core and additional items from the awarded Supplier.

        "reviewDetails": "Glasgow City council (\"the council\") must, by notice in writing as soon as possible after the decision has been made, inform all bidders and candidates concerned of its decision to award the contract, conclude the framework agreement or establish a dynamic purchasing system. The Council must allow a period of at least the relevant standstill period (where the notice is sent by facsimile or electronic means the period is 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent. When sent by other means the period is 15 days) to elapse between the date of despatch of the notice referred to in Regulation 85(1) of the Public Contracts (Scotland) Regulations 2015 (\"The Regulations\"). The Council is obliged to comply with the regulations and any eligible economic operator can bring an action in the Sherriff Court of the Court of Session where a consequence of a breach by the Council, suffers or risks suffering loss or damage. The bringing of court proceedings during the standstill period means that the council must not enter into the contract, conclude the framework agreement or establish the dynamic purchasing system unless the proceedings are determined, discontinued or disposed of: or the court, by interim order, brings to an end the prohibition. The bringing of court proceedings after the standstill period has elapsed and the remedies that are available to the courts are detailed in the Regulations. Economic operators can write to the Council seeking further clarification on the notice, to which the Council must respond within 15 days. Economic Operators should be mindful to seek their own independent legal advice when they consider appropriate to do so."
