Summary of the contracting process

The Scottish Parliamentary Corporate Body (SPCB) is inviting tenders for the provision of high-level building fabric maintenance services under an active procurement stage. The services are required at the Scottish Parliament Building, Holyrood, Edinburgh. This project, titled "High Level Maintenance," falls under the services category and covers both planned preventative maintenance (PPM) and reactive maintenance activities for the building's high-level internal and external fabric, including hard and soft landscaping and bird pest control. The procurement process follows the open procedure method, with key deadlines including the tender period ending on 23 January 2025 at noon. The contract has an initial duration of five years, with optional extensions up to an additional five years, subject to the SPCB's discretion.

This tender offers a significant opportunity for businesses specialising in high-risk building fabric maintenance, particularly those capable of operating with Industrial Rope Access Trade Association (IRATA) accreditation. Firms with expertise in managing technically complex maintenance tasks using rope access will find this project well-suited, as it involves work on one of the most intricate building designs in Edinburgh. Given the scope of services required, including winter gritting and drone survey operations, businesses with comprehensive maintenance capabilities and a commitment to fair work practices and the Real Living Wage stand to benefit. The SPCB is also seeking contributions to community benefits, enhancing employability, education, and social enterprise initiatives within the local area, creating further opportunities for responsible and community-focused businesses.

Information and the opportunity to run a free report can be found at https://www.creditsafe.com/gb/en.html The SPCB requires tenderers to have a Creditsafe Risk Score of 40 or higher to demonstrate satisfactory financial standing. If a tenderer has a lower credit risk score than 40 on Creditsafe and has the backing of a parent company with a credit risk score of 40 or higher, then the provision of a parent company guarantee will be required prior to the award of any contract. If a tenderer has a lower credit risk score than 40 and cannot provide a parent company guarantee, they must submit evidence to support a stable and improved financial standing with their tender or the tender may be rejected. If no evidence is provided with the tender or the evidence provided is not sufficient to demonstrate a satisfactory financial position to the satisfaction of the SPCB (whose decision in this regard shall be final), then the tender will be rejected and will not be evaluated further. If a tenderer is not listed on Creditsafe, for whatever reason, then it will be asked to submit equivalent accounts to enable the required assessment of financial standing to be carried out.
