Summary of the contracting process

The procurement process for the Resource and Management Information (R&MI) System was conducted by Audit Scotland, a central purchasing body based in Edinburgh. The contract was open to international competition under the "open procedure" procurement method, targeting the goods industry. Key activities focused on workforce planning and resourcing for both external audit work and internal corporate projects. The procurement culminated in June 2025 with the contract being awarded to Hub Planner, a Swedish small and medium enterprise (SME). The contract, valued at £402,000, became active on 26 June 2025, following the tender period that closed on 13 February 2025. The project location is within the UKM75 region, highlighting the focus on Scottish operations.

This tender presents significant business growth opportunities for technology firms, particularly those specialising in integrated management systems and software solutions. SMEs with expertise in providing workforce management tools that cater to complex reporting and deployment needs are particularly well-suited for such projects. Engaging in such public sector contracts not only brings financial benefits but also enhances credibility and opens doors to further public and private sector engagements. Companies fulfilling requirements like ISO 27001 certification can further enhance their bid viability and meet the stringent data protection standards expected by public bodies like Audit Scotland.
