Notice Description

This is an Open Tender intended to result in the award of a Contract to produce a dataset of estimates that quantify the material arisings resulting from the commissioning and decommissioning of building energy and thermal efficiency improvements, and heating technologies and systems, in Scotland's building stock. This includes all supporting information and the methodology used to generate the estimates. These requirements are with a view to understanding the material impact of activities supporting the decarbonisation of heating in Scotland's building stock and achieving the Scottish Government's clean heat-related targets.

Lot 1

The Supplier will use their skills, knowledge and experience of relevant service provision to determine the most effective and efficient manner in which to complete the identified services within the agreed budget and timescales. In doing so, they must take account of the following requirements and expectations: 1) Develop a methodology for estimating the numbers and quantities of relevant materials and equipment; 2) Develop a database architecture with appropriate functionality to allow collection, analysis and storage of relevant data used to produce the estimates; 3) Determine the key data to be used for the generation of the material estimates, including identifying and labelling any limitations within that data; 4) Populate the database with all relevant raw data to be used; and 5) Evaluate the application of the developed methodology using the populated database, correcting any issues that may arise within the methodology and / or the database, as necessary. The Supplier is expected to work in close collaboration with the Client's Representatives where appropriate to support delivery of the identified Service requirements. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Renewal: This Contract may be extended by up to a further two (2) weeks to allow additional time to complete the contract requirements where appropriate. This is the only extension option provided for that purpose, is subject to continued business need and satisfactory performance. The Contract will end on conclusion of the extension period.
