Given these factors, transitioning to a new supplier would pose a critical risk to public safety and operational continuity, justifying the use of the negotiated procedure without prior publication. The Authority intends to do a full procurement exercise during the term of this contract ensuring there is no risk to the running of the Authority's systems whilst a full procurement exercise takes place.
