Summary of the contracting process

Renfrewshire Council, based in Paisley, has completed the procurement process for the provision of a Geographic Information System (GIS) using the limited procurement method. This process resulted in an award to ESRI (UK). The project, identified by tender ID RC-CPU-24-266, falls under the industry category of general public services, specifically focusing on goods, with a CPV classification of 38221000. The contract, valued at £216,218, was signed on 28th April 2025. The procurement was conducted without prior publication of a call for competition due to the exclusivity of ESRI's ArcGIS platform, which is critical to the Council's operations and business continuity, thus necessitating a direct negotiation approach.

This procurement offers significant opportunities for businesses proficient in GIS technology, particularly those capable of providing complementary or integrative services alongside ESRI's specialised products. Companies that can assist in customising or augmenting the existing system could benefit greatly. This scenario is particularly favourable for businesses with expertise in geospatial services, data analysis, and public service delivery. The focus on maintaining critical operational functionality means that businesses with a robust understanding of the Council's existing infrastructure and the ArcGIS platform will be best suited to compete and collaborate effectively.

Notice Title

The Provision of a GIS System

Notice Description

The Council relies upon the GIS software to deliver geospatial services to citizens and external partners including mapping applications on our public website, vehicle routing functionality and gritter tracking, while third parties use the mapping software for information and progress reporting on projects such as gully cleaning operations and the installation, commissioning and deinstallation of Christmas lights. ArcGIS also provides the survey platform used in public consultation and the Council's Open Data Portal.

Lot Information

Lot 1

This procurement exercise was conducted using the negotiated procedure in accordance with Regulation 33 (1)(b) (iii) of the Public Contract (Scotland) Regulations 2015 which states that "a contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases-- (iii)the protection of exclusive rights, including intellectual property rights but only, in the case of paragraphs (ii) and (iii), where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement."

Procurement Information

The Council seeks to negotiate directly with ESRI due to the following: - No other supplier can provide the integrated applications the Council currently uses with ArcGIS. Replacing the platform would require several separate contracts to replicate the functionality. - ArcGIS technology is embedded in numerous key operational processes and replacing these would cause significant disruption. GIS services are identified as critical in the Council's Business Continuity Plan and any change would require significant risk management to ensure key capabilities are not disrupted. - Esri products have been customised and developed over a significant period to meet operational needs and this development work would have to be repeated in any new platform. It would also not be possible to reproduce the level of integration and efficiency we can achieve with ArcGIS. - Not only does the platform have customisations at the organisational level but it can and has been developed to meet the needs of multiple specific groups of users. - Several ongoing transformation projects have Esri products as key components - replacing these products with other solutions would cause significant delay and restructuring of these projects.
