The Scottish Government has a requirement to place a contract(s) with an external service provider for the provision of OWD -Portfolio of Compensatory Measures for Seabirds.
Lot Information
Predator control and biosecurity
The original Contract Award Notice stated a total value of 426,133.52 GBP - comprising of the below lot values plus an optional additional 20k GBP per lot (which was subsequently not utilised). This resulted in a total value of 326,133.52 GBP. . Lot 1: 77,224 GBP and 13.08.25-26.12.25 - extension option to 04 May 2026 has been taken up. Lot 2: 59,642.53 GBP and 04.08.25-19.12.25 - extension option to 04 May 2026 has been taken up. Lot 3: 69,470.33 GBP and 04.08.25-19.12.25 - extension option to 04 May 2026 has been taken up. Lot 4: 59,919.13 GBP and 11.08.25-10.02.26 - extension option to 09 Aug 2026 has been taken up. Lot 5: 59,877.53 GBP and 04.08.25-03.02.26 - extension option to 03 Aug 2026 has been taken up.
Options: Option to extend Lot 1 no later than 4th May 2026
Renewal: There will be an option to extend the contract by a further 4.5 months at the discretion of the Scottish Government
Habitat management and restorationLot 2 Habitat management and restoration Identify key actions required to deliver a programme of seabird habitat enhancement and restoration across land and sea to improve nesting and prey supporting habitats. The implementation roadmap for this measure will build upon, but not be limited to, potential habitat management options identified by work being led by NatureScot and RSPB. This work will be provided to the successful contractor upon project inception.. Lot 2 Contract Start Date 4th August 2025 Lot 2 Contract Expiry Date 19th December 2025
Options: Option to extend no later than 4th May 2026
Renewal: There will be an option to extend the contract by a further 4.5 months at the discretion of the Scottish Government
Fisheries management compensatory measuresLot 3 Fisheries management compensatory measures Identify key actions. Consider potential fisheries closures/management, fisheries by-catch management and aquaculture. Consider outputs of the Defra clean catch programme when available. Consider just transition approaches and ensuring fairness for fishers in the implementation of fisheries management compensatory measures.. Lot 3 Contract Start Date 4th August 2025 Lot 3 Contract Expiry Date 19th December 2025

Restore and enhance supporting prey habitatsLot 4 Restore and enhance supporting prey habitats Identify key actions. Focus on marine habitats relevant to seabird prey e.g. seagrass meadows, kelp forest.. Lot 4 Contract Start Date 11th August 2025 Lot 4 Contract Expiry Date 10th February 2026
Options: Option to extend no later than 9th August 2026
Renewal: There will be an option to extend the contract by a further 6 months at the discretion of the Scottish Government
Marine litter removal (at scale)Lot 5 Marine litter removal (at scale) Identify key actions to minimise incidental seabird mortality and that specifically reduce sources of litter that impact on seabird survival and resilience. Consider litter from both domestic (e.g. dropped litter) and industrial sources (e.g. fishing nets). Consider prevention actions that could support delivery of this measure. Consider removal from terrestrial (breeding sites, beaches) and marine (seabird foraging areas) habitats. We anticipate that to be effective this measure would need to implemented at a large spatial scale, consider the appropriate spatial scales for implementation of this measure. Also consider just transition approaches in implementation and alignment with the Scottish Marine Litter Strategy.. Lot 5 Contract Start Date 4th August 2025 Lot 5 Contract Expiry Date 3rd February 2026
