West Dunbartonshire Council is looking to introduce and appoint a service provider who shall be responsible for handling all issues relating to the processing of PCNs and resident parking permits in accordance with the content and timescales outlined in the relevant provisions of the Road Traffic Act 1991. The Transport (Scotland) Act 2019, the Road Traffic Regulation Act 1984 'Guidance on Decriminalised Parking Enforcement outside London' (Local Authority Circular 1/95)("the Guidance"). The tasks which WDC will delegate to the appointed service provider include but are not limited to: 1. The provision of a management system for the processing of PCNs 2. Processing challenges and appeals against PCNs. 3. Receipt of income arising from PCNs through post, phone and web payments. 4. The management of accounts relating to PCNs. 5. The provision of a system for reporting PCNs and accounts information. 6. Reporting on matters relating to PCN processing. 7. Collating supporting evidence for any appeals via PBLTS.
