Cairngorms National Park Authority is seeking to procure the services to manage and promote cycle hubs in Aviemore, Glenmore, Grantown on Spey and Ballater. With a diverse range of business models, the cycle hubs will be community-led cycling initiatives that provide a broad range of services to support and encourage cycling, for both residents and visitors. This may include safe and secure cycle storage, free and affordable bike leasing, bike repairs, ebike charging, training, and organised rides, management of a fleet of cycles for community user acting as a central hub for cyclists in the area.

Cairngorms National Park Authority (the "Park Authority") is in receipt of National Lottery Heritage Funding to deliver Cairngorms 2030 (C2030), 20 projects which aim to bring about transformational change in the Cairngorms, benefitting people's health and wellbeing, delivering on climate change and enhancing nature across the National Park. Under the Transport theme, the Park Authority is seeking to establish cycle hubs, with priority locations being Aviemore, Glenmore, Grantown on Spey and Ballater. At present, the scope of services to be delivered by each hub is subject to definition and may be informed by early market engagement with viable service providers around their proposed business/operating models. As such, the hubs may be extension and enhancement of an existing service or establishment of a new hub. The scope of services for each hub would be defined by local requirements for both residents and visitors, with an overall aim to provide alternatives to car use. The Park Authority seeks to align each hub, as far as practically possible, with other behaviour change initiatives, modes of sustainable transport, and planned active travel infrastructure developments already included within the scope of the C2030 Transport theme. Examples of services to be offered include, but are not limited to: - Secure bike storage - Cycle parking - Active travel and public transport route info - Led rides and riding skills training - Events - Bike fleet and kit for free loan or affordable hire, including adaptive bikes, ebikes, cargo bikes, etc. - Bike fleet maintenance - E-bike charging - Maintenance skills training - Free M checks - Cycle Repair Stand - Other active travel initiatives, promoting walking and wheelchair use - Other sustainable transport initiatives, promoting bus and train use Partnership working offered by the Park Authority may include but is not limited to: = Support to find a premises for the hub - Support to establish a sustainable operating model - Support to secure longevity of the hub beyond the initial funding period - Early support in establishing and delivering initiatives - Engagement, communications and promotional support - Support to establish partnership agreements with other service providers, including where services have already been established via prior competitive procurement by the Park Authority. Funding would be from National Lottery Heritage Fund, via Cairngorms 2030. The procurement route will be decided by the estimated value of the services provided. The form of contract is yet to be confirmed, but would be a Service Provider contract, for example an NEC Term service contract or NEC Alliance contract. The contract may also take the form of a fixed-term service agreement for approximately 3 years with a view to working in partnership during the fixed-term to develop a sustainable operating model beyond that fixed-term.
