Summary of the contracting process

The Scottish Government procured national online standardised assessments and related services for children and young people in publicly funded Scottish education. The requirement covers the third phase of the National Standardised Assessments for Scotland, supporting assessment of reading, writing and numeracy in line with Curriculum for Excellence. The service includes a dual-language English and Gaelic platform, online adaptive assessments, diagnostic and inclusive assessment design, progress reporting, and continuity through migration of existing assessment data and content. It also covers platform operation and may include training design and delivery, assessment content development and service desk provision. Assessments are intended for pupils in P1, Primary 4, Primary 7 and S3 across Scotland. The Scottish Government is the buying organisation.

This procurement has been completed and awarded under an open procedure. One lot was evaluated on quality at 75% and price at 25%; variant bids were not allowed. The contract was awarded to the National Foundation for Educational Research on 8 July 2026. The awarded and contracted value is £23,000,000. The contract is active and has a planned duration of 2,580 days, with an initial term anticipated to run from June 2026 to July 2030 and up to three optional 12-month extensions, giving a possible total duration of 86 months. The supplier is subcontracting 63% of the requirement to Janison Solutions Limited, which will provide and operate the digital assessment platform. Two electronic bids were received.

This outcome shows demand for suppliers able to deliver national-scale digital assessment services within Scotland’s school education system. Credible competitors would need expertise in designing and operating secure online adaptive assessments, producing diagnostic and inclusive content, and reporting progress in literacy and numeracy. Capability in both English and Gaelic, alignment with Curriculum for Excellence, and experience migrating assessment data and content without disrupting an established service would be important. Suppliers should also be able to support training, content development and service desk functions, either directly or through a well-managed supply chain. Strong financial resilience, appropriate public, professional indemnity, employers’ liability and cyber insurance, reliable subcontractor payment systems, environmental measures and a clear approach to reducing carbon emissions would strengthen future competitiveness.

The Scottish Government has procured the ongoing provision of national online standardised assessments to provide evidence of children's progress in aspects of literacy and numeracy.

Lot 1

The contract is designed to implement the third phase of the National Standardised Assessments for Scotland (NSA), which were introduced as part of the implementation of the National Improvement Framework for Scottish Education. The supplier will be required to provide a dual-language platform for the continuation of the online adaptive assessment service which has been made available to children in publicly funded education in Scotland since August 2017. The Scottish Government is also exploring whether this procurement provides the opportunity to bring elements of the assessment service in-house. This includes training design and delivery, content development, and service desk provision. A key aspect of development will include the migration of data from the current phase of the project, both in terms of assessment data, and assessment content, to ensure continuity of service and secure the long-term value of existing data and content. Assessments are aligned to Curriculum for Excellence and are undertaken by children and young people in P1, 4, 7 and S3. Development will take place during the 2026/27 school year with the assessments anticipated to come online from August 2027. Standardised assessments support the wider approach to assessment through the broad general education in Scotland, which is based primarily upon the professional judgement of teachers. The contract is for the design and delivery of diagnostic, inclusive and online adaptive national standardised assessments, suitable for the Scottish school education system and capable of reporting progress in skills for reading, writing and numeracy, both in English and Gaelic.

Renewal: The contract is anticipated to commence in June 2026 with and expire in July 2030, with the option to extend for a further three 12-month periods. Exact dates will be confirmed in the contract award notice.
