Summary of the contracting process

The Scottish Police Authority procured an interim finance system for Police Scotland. The requirement is to replace the current core finance system, which is reaching end of life, maintain financial governance and avoid disruption while a wider corporate technology platform is procured. The system provides core finance functionality across Police Scotland departments and includes associated technology services and support. This is a technology goods procurement covering finance software and implementation-related services, including information technology systems, systems integration and software support (CPV 48442000). Delivery is in the UKM area, centred on Police Scotland’s operations in Scotland. The buying organisation is the Scottish Police Authority, acting for Police Scotland. The selected supplier is Telefónica Tech, a large technology provider based in Belfast.

This procurement has been awarded and the contract is active. The Scottish Police Authority used a single-lot open procedure. The tender submission deadline was extended to 19 November 2025 at 12 noon, with bids opened at the same time. Six electronic bids were received. Telefónica Tech was awarded the contract, which was signed on 3 July 2026 for £2,401,258.02. The contract period is 720 days, with options for Police Scotland to extend it by up to one year on each of two occasions. Evaluation gave 80% to technical questions and 20% to price. Participation required suitability, economic and technical selection criteria through the SPD module, and tenderers had to provide the names and qualifications of staff assigned to the work. Variants were not permitted.

This award shows sustained demand from the Scottish Police Authority for interim finance technology that can keep a large public-sector organisation financially governed during a systems transition. Suppliers competing for a future requirement of this kind would need a mature finance platform, reliable implementation and integration capability, and the capacity to support a mission-critical service across Police Scotland. Credible teams would be able to demonstrate strong technical competence, commercial and financial suitability, and appropriately qualified named staff. The evaluation approach also shows that technical quality matters substantially more than price, so suppliers would need to explain clearly how their solution meets detailed functional and non-functional requirements, manages implementation risk and maintains service continuity. Experience delivering comparable finance-system replacements for complex organisations would strengthen a competing proposition.
