This award will be made without competition under 10.6 Direct Purchasing 10.6.3 and Regulation 33 of the Public Contracts (Scotland) Regulations 2015 on the basis that Trueform is the sole provider capable of supplying timetable cases in the exact dimensions required for compatibility with our existing roadside infrastructure. 3.--(1) A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases-- (b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons-- 10.6 Direct Purchasing 10.6.1 For requirements below the Regulated Contracts Threshold, direct purchasing is permitted where the Procuring Officer is satisfied the award meets Best Value. 10.6.2 Evidence justifying such direct purchasing must be provided to and agreed in writing by the Head of the Procuring Service or their delegated representative; 10.6.3 Subject to paragraph 10.6.4, direct purchasing for requirements above the Regulated Contracts Threshold values is only permitted where the Procuring Officer has satisfied the Head of Revenue and Commercial Services that either: In this case, the exact-match dimensional compatibility and proprietary interface are technical reasons that render Trueform the only capable supplier for the required specification, ensuring the interoperability and continuity of our infrastructure and avoiding disproportionate reconfiguration costs.",
