Summary of the contracting process

The Highland Council in Inverness is managing the procurement of water system compliance services under the title "L8 Compliance - Servicing, Maintenance, Inspection & Testing." This process is focused on ensuring the safe and effective operation of water systems across various business units within the Highland Council area, specifically covering regions such as North and North West, Cromarty Firth, Inverness & Nairn, and West, Lochaber, Skye & Badenoch. The procurement was conducted via an open procedure, ensuring a transparent process. Key dates include the tender closing deadline on 6th April 2026, with the contract award phase commencing shortly after. The procurement falls under the works category, with specific focus on the servicing and maintenance of water systems in compliance with EU/BS standards and other applicable guidelines. The contract has been carried forward to the award stage, with contracts signed on 1st July 2026, evidencing the conclusion of the tendering process.

This tender opens significant opportunities for businesses specialising in water compliance and servicing, particularly for small to medium-sized enterprises (SMEs) looking to expand their portfolio within public sector contracts. The contract is divided into three lots, each covering different geographic areas, providing a chance for multiple companies to be involved, as demonstrated by contracts already awarded to RI Cruden, Integrated Water Services Ltd, and SMS Environmental Ltd, which cater to these different lots. Those in the plumbing and environmental sectors, especially those with memberships in organisations such as the Scottish and Northern Ireland Plumbing Employers Federation (SNIPEF) or WaterSafe, stand to benefit, given the demand for expert knowledge in compliance with legislative and safety standards. With the option to extend the agreement by up to 36 months post the initial period, this procurement process not only offers immediate business growth opportunities but also long-term potential for ongoing service provision.
