Summary of the contracting process

Prospect Community Housing procured insurance and related services for its property, legal liability and other general non-life risks, together with specialist cover for motor fleet, engineering, cyber, terrorism, directors and officers, professional indemnity, crime and alternative risk financing. The scope includes insurance cover, brokerage where applicable, professional advice, claims management and loss-control services. The work supports the housing provider’s operations in Edinburgh and the surrounding Scottish area. This is a service procurement covering insurance broking and direct insurance provision, with risk advice and ongoing claims and loss management. Suppliers could bid for individual requirements, making the opportunity relevant both to broad insurance brokers and to specialists in particular commercial risk classes or insurance markets.

The procurement has been awarded following a selective, two-stage competitive procedure with negotiation. Eight lots were awarded and contracts were signed on 16 September 2026: Marsh Ltd received property, legal liability and general insurance (£317,990), motor fleet (£9,090), engineering (£14,640), cyber (£5,530), directors and officers (£5,400), professional indemnity (£4,690) and crime (£20,160); Jensten Insurance Brokers (London & SE) Limited received non-pool terrorism insurance (£9,840). The alternative risk financing lot (£45,000 estimated) and pool-reinsurance terrorism lot (£30,000 estimated) remained active. Contracts run for three years from 1 October 2026, with an option for up to two further years. Evaluation weighted quality and price equally. The original tender deadline was 22 April 2026 at 17:00.

This procurement demonstrates recurring demand from a social landlord for a coordinated insurance programme spanning mainstream property and liability risks alongside specialist covers. A credible future supplier would need to be a Financial Conduct Authority-regulated insurance broker or authorised insurer, with suitable financial strength, insurance limits and financially rated risk carriers.
