Summary of the contracting process

Zero Waste Scotland Ltd commissioned a framework for integrated systems analysis and behavioural science services. The work is intended to identify leverage points in complex systems, understand how institutional, economic, regulatory and social structures shape behaviour, and design, prioritise, test and scale interventions addressing defined target behaviours. It is split between systems thinking, mapping and analysis, and behaviour change. The first area covers stakeholder research, system mapping, incentives, power, governance and infrastructure; the second applies behavioural science to intervention design and testing within that systems context. This is a services procurement covering work across the UK, managed by Zero Waste Scotland from Stirling. It suits consultancies, research organisations, universities and specialist teams working in systems practice, behavioural science, evaluation or related public-policy fields.

This procurement has been awarded and the framework is complete. It used an open procedure, with electronic submissions, and was evaluated on 75% quality and 25% price. The submission deadline and bid opening were 1 May 2026 at 17:00, with evaluation beginning then. Lot 1, Systems Thinking, Mapping and Analysis, had an estimated value of £1,000,000 and was awarded to Camrosh, Ricardo AEA, University of Exeter, UKUXLTD and Fractal Consulting. Lot 2, Behaviour Change, also had an estimated value of £1,000,000 and was awarded to Ove Arup & Partners, Resource Futures, UKUXLTD, University of Exeter and University of Strathclyde. This framework shows demand from Zero Waste Scotland for suppliers able to combine analytical research with practical intervention design. A credible competitor would need proven systems-thinking capability for stakeholder research, system mapping and analysis of institutional, economic, regulatory and social influences, or behavioural-science expertise covering diagnosis, prioritisation, testing and scaling of interventions. Teams should be able to work across disciplines, connect behaviour to wider systems, and translate evidence into implementable recommendations. The requirement allows participation by consultancies, universities and specialist SMEs; all recorded bidders were SMEs. Staff names and professional qualifications were required, so a strong team with clearly evidenced expertise and relevant public-sector or environmental-policy experience would be important. Competition was substantial, with 17 bids for systems analysis and 16 for behaviour change.
