Summary of the contracting process

Social Security Scotland, located in Dundee, is in the planning stage of a procurement process to establish a Framework Agreement for Social Program Management (SPM) services, with a focus on projects and resource provision. The tender, valued at £40,000,000, pertains to the social protection industry and utilises the open procedure method. This initiative is part of an electronic submission process, with key dates including the publication of an Invitation to Tender on 26th May 2026, tender questions concluding by 2nd June 2026, and the tender closing on 16th June 2026. The framework is expected to commence on 14th August 2026 and spans four years, with potential renewal after the term.

This tender represents significant opportunities for businesses in IT services, software development, and human resource management, especially those capable of delivering comprehensive SPM solutions. The framework is divided into two lots, encouraging expertise in both large-scale projects and resource allocation. Eligible suppliers may enhance their market position by entering mini competitions or benefiting from call-off contracts, offering flexibility and development capacity. Businesses with experience in public sector projects and technical capability, particularly in the UK Midlands region, will find this tender well-suited to their growth ambitions.
