Summary of the contracting process

Crown Estate Scotland is seeking a contractor to conduct a tenant survey for the Scottish Crown Estate, with Edinburgh being the primary location of focus. The procurement process, currently in the tender stage, is being carried out using an open procedure, facilitating participation from a wide range of suppliers. The tender, titled "Tenant Survey," falls under the services category and is particularly relevant to the estate management industry. Interested parties should note key dates such as the submission deadline on 8 June 2026, at 12:00 PM. The contract, valued at £90,000, will span five years, aligning with the organisation's new Corporate Plan covering the period 2026-2031.

This tender presents a significant opportunity for businesses specialising in survey execution, analytics, and reporting, particularly those with expertise in estate management and tenant relationship analytics. Companies capable of delivering tailored surveys and in-depth reports on tenant feedback would be well-suited for this contract. The project involves repeated surveying and detailed reporting on three diverse tenant groups: Property, Energy and Infrastructure, and Aquaculture, over a structured five-year period. Given the commitment to community benefits, businesses that can align their services with the economic and environmental goals of Scotland will have a competitive edge. The open nature of the procurement process promises ample opportunities for small and medium enterprises to engage and potentially expand their service offerings within this sector.

Lot Information

Lot 1

Crown Estate Scotland is seeking a contractor to lead the survey of our tenant groups on the Scottish Crown Estate. CES has been surveying its tenants since 2017, with survey providing important feedback on CES performance, the service we provide and the relationship we have with our tenants. There has been a break in survey while we have been developing our new corporate plan, with the last surveys carried out in 2023. This contract will align with our new Corporate Plan (CP) timeframe 2026-2031, with three surveys required - one in the first year of the CP, scheduled for August this year (2026), one in year three of the CP (FY 2028-29), and a third survey in year five of the CP (FY 2030-31). Separate stand-alone survey reports are required for each survey. Surveys are of our three main tenant groups - Property, Energy and Infrastructure, and Aquaculture, with reporting required against a number of sub-groups under these. Previously different tenant groups were surveyed separately, with a rolling programme of surveys across a three-year cycle. For this contract CES will survey all tenant groups together, requiring only one collective tenant survey in each survey cycle - 2026, 2028/9 and in 2030/31.

Renewal: The Contract will run for a period of 5 years with the option to extend for an additional 12-month period.
