Summary of the contracting process

The Scottish Government intends to appoint a service provider to administer and manage a portfolio of heat and energy-efficiency loan and grant schemes in Scotland. The service will cover schemes that are open to new applications as well as closed schemes with outstanding loans still being repaid. Its purpose is to support the delivery of government financial assistance for heating and energy efficiency. The required work includes processing applications and making decisions under scheme terms and conditions, administering grant and loan payments, recovering debt, managing records and liaising with advice partners to maintain an effective customer journey. This is a public service administration contract, with relevant classifications including financial services, loan administration and business services.

This process is at the planning stage: the Scottish Government has set out an intention to procure and is seeking market information through a Request for Information, rather than inviting tenders. A contract notice is expected on 18 January 2027. The planned service is intended to start in April 2028 and is expected to run for 48 months, with two optional 12-month extensions at the Scottish Ministers’ discretion; these arrangements may change before the contract notice. The stated maximum potential value is £66,000,000, including grant and loan volumes, but the demand-led service does not guarantee that value. Any organisation intending to bid must be registered with the Financial Conduct Authority when the contract is awarded.

This will suit organisations experienced in administering public or regulated lending and grant programmes at scale. Relevant capability includes end-to-end application handling, eligibility assessment and decision-making, payment administration, debt recovery and management of loan books containing both active and closed schemes. Strong records-management, financial controls, customer-service and case-management systems are likely to be important, together with the capacity to handle demand that varies with applications and repayments. Suppliers should also be able to work effectively with advice partners and maintain a consistent customer journey across several schemes. Financial Conduct Authority registration is an essential condition for any eventual award. Organisations with regulated financial-services experience should use the planning and information-gathering period to prepare.

The Scottish Government is seeking a service provider to undertake the financial administration and management of a number of its heat and energy efficiency loan and grant schemes from April 2028. The service provider will assume the management and administration a portfolio of grant and loan schemes which currently includes 4 schemes open to new applications and a number of closed schemes with an outstanding loan book to be repaid the service provider will have to deliver the following across those individual schemes: - Application processing and decision making, in line with terms and conditions set - Administration of loan and grant payments - Debt recovery - Records management - Liaison with advice partners to maintain an effective and efficient customer journey. At the time of publication of the PIN the contract will be for 48 months with 2 x 12 months optional extensions to be invoked at Scottish Ministers discretion. However, this may be subject to change at the time of issuing the contract notice. This is a demand led service and the value is calculated on maximum potential volumes of grant and loans through put, but not guaranteed.
