Summary of the contracting process

The University of Strathclyde has engaged in a procurement process titled "Provision of SciVal Software," focusing on the education industry category and located in Glasgow, UK. This process is in the award stage, following a decision made around 29th June 2026. The contract, valued at GBP 60,000 over a 12-month period, is expected to commence on or after 29th July 2026. The procurement method chosen is a limited award procedure without prior publication, due to the unique technical requirements necessitating the use of Elsevier's proprietary SciVal software, which supports the University's research performance analysis and strategic decision-making.

This tender offers a significant opportunity for businesses specialising in academic analytics and research performance platforms, specifically those with the capability to provide or integrate with Elsevier's SciVal software. Larger organisations with existing relationships with academic institutions, or those able to supply complementary technical services, are particularly well-suited to compete in such niche markets. The exclusivity of the software highlights a gap in the market for innovative companies that could develop alternatives or supplementary tools to expand their business in the academic sector.

Lot Information

Lot 1

This contract is for the provision of SciVal software licences and support services. SciVal is a research analytics platform used to assess research performance, analyse collaboration activity, benchmark against peer institutions, and inform strategic decision-making through bibliometric and AI-enabled insights.

Procurement Information

The University requires continued access to SciVal software licences and support services to enable the analysis of research performance, benchmarking against peer institutions, and the provision of bibliometric and AI-enabled insights to support strategic decision-making. SciVal is a proprietary research analytics platform developed and licensed exclusively by Elsevier. The University's existing workflows, reporting processes, and research analysis activities rely on the functionality and data provided by the platform. No reasonable alternative supplier can provide access to the proprietary software or the associated licensed content. The University has therefore determined that competition is absent for technical reasons and that the continued provision of SciVal by Elsevier is necessary to ensure continuity of service and access to the required research analytics capabilities. As such, this contract shall be awarded under Regulation 33(1)(b)(ii), as the University intends to award this public contract following the negotiated procedure without prior publication of a contract notice on the basis that competition is absent for technical reasons.
