Summary of the contracting process

River Clyde Homes is procuring reactive repair services for door entry systems at its properties across Inverclyde. The work covers diagnosing and resolving faults affecting approximately 600 door entry systems, supporting safe and reliable access for residents and visitors. Repairs may involve door entry equipment, associated electrical or communications systems and related building components; the procurement is classified as repair and maintenance services (CPV 50800000). The supplier will provide the service across the housing provider’s Inverclyde estate, with arrangements for both standard and urgent reactive work. Bidders must also propose specific, tangible community benefits for the Inverclyde area that are directly linked to delivering this contract, rather than general corporate social responsibility activity.

The process reached tender: River Clyde Homes invited offers through an open procedure, with electronic submission through the designated tender post box. The submission deadline and scheduled bid opening were 4 August 2026 at 12:00. The contract has an initial duration of 720 days, with an option for up to two additional 12-month extensions at the buyer’s discretion. Evaluation includes financial stability, employers’ liability insurance of £5 million and public liability insurance of £5 million, together with pass/fail technical requirements. These cover three comparable contract examples, client references, available staff resources, managerial qualifications, subcontracting arrangements and relevant health and safety accreditation or equivalent competence evidence. Variants are not permitted, and tender responses must be in English.

This opportunity suits an established door entry, access-control, electrical or building-services contractor with experience delivering reactive repairs for housing or similarly dispersed property portfolios. Strong candidates will be able to demonstrate three comparable contracts, explain their responsibilities and performance, and provide references from two clients. The service requires a properly resourced team, with named staff whose skills, qualifications, accreditations, experience and competence can be evidenced, alongside relevant qualifications for managers. Suppliers should be able to manage urgent call-outs as well as routine repairs, coordinate any subcontractors transparently and demonstrate robust occupational health and safety management through recognised accreditation or an equivalent assessment. The buyer also expects practical, contract-specific community benefits for Inverclyde.
