Summary of the contracting process

Scottish Enterprise is procuring a customer engagement platform framework for Business Gateway, Creative Scotland, Highlands and Islands Enterprise, Scottish Enterprise, Scottish Funding Council, Skills Development Scotland, South of Scotland Enterprise and VisitScotland. The requirement covers platform software licences and subscriptions, integration, implementation, data migration, platform capability services, professional services, support and managed services. The platform is intended to provide consistent, high-quality services at scale and improve customer and colleague experience. Scottish Enterprise will also take a call-off for its own requirements. The framework is intended for participating organisations to use for their own call-offs. This is a technology and related implementation and support services opportunity serving organisations across Scotland.

Scottish Enterprise invited offers through an open procedure for a single-supplier framework. The tender deadline was extended to 15 October 2026 at 11:00; bid opening was set for the same time. The framework is to run for four years, with individual call-offs limited to ten years. The estimated procurement value is £29,167,000. Evaluation includes a pass/fail prompt-payment criterion and price weighted at 40. Bids must be in English, and variants are not permitted. A 90-day bid validity period applies. Suppliers must provide staff names and qualifications. Suitability, economic and technical selection criteria are set out through the selection process. Economic operators may be excluded under the stated Scottish public contracts regulations. Consortium bids require a nominated lead and joint and several liability among members.

The opportunity suits customer engagement platform providers able to supply software subscriptions and deliver integration, implementation and data migration alongside ongoing platform services, professional support and managed services. Suppliers need the capacity to serve several public and publicly funded organisations through a shared framework, as well as to deliver a specific Scottish Enterprise call-off. Bidders should be able to provide staff names and professional qualifications and address suitability, economic and technical selection requirements. Consortium bids are possible, but all members must execute the contract and accept joint and several liability; bidders relying on other entities or using subcontractors must provide the required separate self-declarations. A tender-specific community benefit proposal is expected, with annual reporting on delivered activities. Climate change is a priority requirement.
